Ohio Correctional Officer Standoff Ends Peacefully After Six-Hour Negotiation

A tense six-hour standoff at the Chillicothe Correctional Institution in Ross County ended peacefully Wednesday afternoon after crisis negotiators successfully de-escalated a situation involving an armed inmate who had taken a correctional officer hostage. Ohio Department of Rehabilitation and Correction officials confirmed the officer was released unharmed shortly before 3 p.m.

The incident began at approximately 8:45 a.m. when a 34-year-old inmate serving a sentence for aggravated robbery allegedly gained access to a makeshift weapon and seized control of a section of the facility’s C-block housing unit. He held one correctional officer and briefly detained two other inmates before law enforcement established a perimeter.

ODRC Director Annette Chambers-Smith said the department activated its emergency response protocol immediately, deploying the institution’s Special Tactical Response Team along with Ohio State Highway Patrol troopers. “Our top priority throughout this situation was the safety of our staff and everyone inside the institution,” Chambers-Smith said at a press briefing after the resolution.

Negotiators established communication with the inmate within the first hour and maintained a sustained dialogue throughout the standoff. Portions of the prison were placed on lockdown, and inmates in adjacent wings were confined to their cells as a precautionary measure. Facility operations in the affected wing were suspended for the duration of the incident.

The correctional officer, a 12-year veteran of the institution, was evaluated by on-site medical personnel and transported to Adena Regional Medical Center in Chillicothe as a precaution, where he was reported in stable condition with minor injuries. His family was notified immediately and was present at the hospital by midday.

The inmate surrendered without further incident after negotiations concluded. He was taken into custody and transferred to a higher-security facility pending an investigation. Additional criminal charges are expected to be filed. ODRC and OSHP are conducting a joint review of the events, including a full assessment of how the inmate gained access to the improvised weapon.

The Ohio Correctional Officers Association released a statement praising the response of negotiators while calling on the General Assembly to approve additional funding for safety infrastructure upgrades at aging Ohio correctional facilities. “Our officers put their lives on the line every day,” the statement said. “They deserve the best resources and training available.” Union officials said they plan to request a meeting with the Governor’s office next week to discuss long-term safety improvements.
